You must be using an older version of RD Tabs (2.x). The user.config file is corrupt. You can go into the file referenced in what you copied and attempt to edit it so that it is well-formed XML, or you can delete it and start over, but you will lose all your settings, or it will revert to the last time RD Tabs upgraded (which may have been quite a while since this is on the 2.x code base).
